You can add notes and highlights in Okular too, but it is still just a pdf viewer. Editing PDFs is not a viable long term strategy for maintaining documentation. On the other hand, I do understand that sometimes doing things "the right way" isn't viable due to time or other practical constraints.
However, tools like this are a sort of kluge, in my view. I often use pdfpages with LaTeX for some editing and retaining pages that do not need any changes. Exporting plain text isn't such a nice solution in many cases. When a document has full-blown headers and footers and different scripts than flpsed pdf annotator ubuntu, it is in most cases mess of a text when exported.
